1. Considering the reasons mentioned, the delay in filing review application is condoned. Civil Application is disposed of.

2. Heard the learned Senior Advocate for the applicant and the learned counsel for the non-applicants.

3. We find that the observations in paragraph 6 of the judgment dated 22/12/2022 are clear and the applicant is required to complete the necessary process and issue release letter in favour of the petitioner if there is no other legal impediment. The apprehensions expressed by the applicant based on the order in Public Interest Litigation No.80/2017 are taken care of by the observations in paragraph 6. Hence there is no reason to review the said order. Misc. Civil Application is therefore rejected.
