The above writ petition is filed to declare the action of respondents in not granting Minimum Time Scale to the petitioner and not regularizing her services as Junior Lecturer in CSE (HB) Department on par with regular employees by granting relaxation to the conditions laid down in Act 2 of 1994, since the petitioner is working for the past 25 years, as illegal and arbitrary.

In the writ affidavit, it was stated that the petitioner, part-time Junior Lecturer in CSE (HB) Department has been working in 3rd respondent-college for more than 25 years, however, Minimum Time Scale is not extended to the petitioner as per the judgment of the Hon'ble Apex Court in State of Punjab Vs.
