Jitendra Kumar Mishra {(1998) 7 SCC 273}; Ashok Kumar Pandey v. State of West Bengal {(2004) 3 SCC 349} and Neetu v. State of Punjab {(2007) 10 SCC 614}. Further, no representation is made by the petitioner to the concerned authority for redressal of the grievance before filing the Writ Petition.
