Heard Sri Imtiyaj Ali, learned counsel for the petitioner and learned Standing Counsel for the State respondents.

Petitioner in the present case has merely prayed for the following relief:-

"(I) issue a writ, order or direction in the nature of mandamus directing District Magistrate Janunpur to conclude inquiry as directed by this Hon'ble Court through order dated 14.3.2014 passed in Writ-C No. 15109 of 2014, Jitendra Singh versus State of U.P. & others (contained in Annexure No. 2 to this writ petition) expeditiously, preferably within the period stipulated by this Hon'ble Court;"

It reflects from the record that the Writ Petition beingWrit-C No. 15109 of 2014 (Jitendra Singh versus State of U.P. & others), filed by Gram Pradhan was dismissed vide order dated 14.3.2014 with an observation that ongoing inquiry, if any, would be concluded as expeditiously as possible, preferably within two months from the date of production of certified copy of that order.

The present writ petition is filed for the implementation of the said order dated 14.3.2014 is not at all maintainable, even otherwise the petitioner being a complainant has no locus standi to claim the relief as prayed for.

Learned Standing Counsel has raised preliminary objection regarding the maintainability of the preset writ petition that the petitioner as the petitioner is the complainant and has no locus standi to file a petition for implementation of the aforesaid order. In support of his contention, learned Standing Counsel has placed reliance upon the judgment of this Court rendered in the case of Smt. Kesari Devi Vs. State of U.P. , Commissioner, Allahabad Division, Collector /District Magistrate and Chief Development Officer /Mukhya Adhikari, 2005 0 Supreme (AII) 2614.

In view of the above, the writ petition is dismissed.
