Heard learned counsel for parties.

The issues raised in this petition stand concluded against the petitioner in light of the judgment rendered by the Court in Pawan Kumar And 26 Others v. State of U.P. And 2 Others [2021(1) ADJ 85] and the subsequent orders of the Supreme Court passed in Jyoti Yadav And Another v. The State of Uttar Pradesh And Others [Writ Petition (Civil) No. 322 of 2021]. In view thereof, the challenge to the impugned circular fails.

The writ petition shall stand dismissed.
