It is contended by Mr. A. C. Upadhyay, learned counsel for the petitioner that Mr. A. K. Singh, learned counsel for the respondent no.6 has refused to accept the notice.

In the circumstances, issue notice to respondent no.6 returnable at an early date. Steps be taken by speed post within three days.
