This appeal has been listed for the first time after 2003.

Let the C.J.M. concerned submit a fresh report as to the living status of the appellants in the light of the Circular Letters No.15/2005, VIII-119 April 19, 2005, and 04/admin G-II dated Allahabad 18.1.2017 of this Court which provides that in the event of death of any of the appellants it must contain the statement of the informant or his legal heirs, if any, to be ascertained from the L.C.R. which is reported to be before the Court below. In the event appellants are reported to be alive, L.C.R. too shall be summoned, failing which the Court may be constrained to take a coercive view against the official in default.
