Smt. Arti Raje, learned counsel for the petitioner submits that the facts of this case are identical to the facts involved in Writ-A No.23432 of 2017 (Dr. Shailendra Singh And 18 others vs. State of U.P. And 2 others). This has not been disputed by learned Standing Counsel for the State as well as Sri Manoj Nigam, learned counsel for the respondent (U.P. Higher Education).
