Following order was passed on 5.11.2016:

"Learned counsel appearing for respondent no. 2 may obtain specific instructions, as to whether in terms of the order passed on 5th October, 2016, log in ID/MIS code have been issued to the petitioners or not? It is also stated that web portal itself was not opened and none of the formalities, as were required vide order dated 6th October, 2016, could be completed by the petitioners. 

Sri Dilip Kumar Pandey, learned counsel for respondent no. 2, may obtain instructions in the matter.

Put up as fresh on 15th November, 2016." 

Despite grant of opportunity, specific question framed as to on what date log-in ID/MIS code was issued to petitioners has not been disclosed. The written instructions, which has been perused by the court, are wholly deficient.

It is stated that so long as log-in ID/MIS is not issued, the students would neither be registered nor their claims would be further processed. Submission is that petitioners' claim was unduly kept pending, and it was only after the writ petition No.43429 of 2016 was filed before this Court that petitioner has been granted affiliation, and now respondents are acting arbitrarily, so as to deny the benefit of running the required course in the petitioners institution.

As a last indulgence, learned counsel for respondent is allowed time to obtain specific instructions as to on what date log-in ID/MIS code was issued to the petitioners, failing which, the court would be constrained to require senior officers of the respondents to appear personally along with the records.
