Heard Sri Ashok Khare, learned Senior counsel for the petitioner and learned Standing Counsel for the State. 

Inspite of time being granted no instructions have been given  to the learned Standing Counsel.

The Engineer in Chief has forwarded a letter dated 25.1.2016 to the Special Secretary, Lok Nirman Vibhag Government of U.P, Lucknow, respondent No.2 for recruitment of a number of posts in which one post for physical handicapped person is required to be filled up. According to the petitioner, considering the backlog in this category, 19 posts are required to be filled up. In this regard the petitioner has submitted a representation on 2.2.2016 to the Chief Engineer and  carbon copy to the Principal Secretary. The requisition sent by the Engineer in Chief is pending consideration before the State Government and has not been forwarded to the U.P. Public Service Commission, Allahabad till date. 

We accordingly dispose of the matter directing the petitioner to make an appropriate representation before the Principal Secretary, Lok Nirman Vibhag), respondent No.2 ventilating his grievance. If such a representation is made, the Principal Secretary will consider and pass an appropriate order on the petitioner's representation before forwarding  the requisition  to the U.P. Public Service Commission.
