Without adjudicating the merits of the claim of the petitioner, the writ petition is disposed of with a direction to respondent No. 2 to consider and decide the representation of the petitioner by a reasoned and speaking order in accordance with law within a period of three months from the date of certified copy of this order is produced before him. If petitioner submits a fresh representation, the same shall also be decided accordingly during the aforesaid period.
