It has been informed that the matter relating to treatment of deficiency in fulfillment of prerequisite condition and scope of rectification is otherwise sub-judice in this Court, and reference has been made to the order dated 03.11.2014 passed by co-ordinate bench in Writ C No. 56631 of 2014. 

Sri Vikas Budhwar appears for respondents Nos. 2 and 3.

The respondents are granted two weeks time to file counter affidavit in this matter. The petitioner shall have two weeks thereafter to file rejoinder affidavit, if he chosen.

The matter be listed on 15.12.2014.

In the meanwhile and until further orders, the operation and effect of the impugned order dated 17.10.2014 passed by respondent No.3 - Territory Manager (LPG), BPCL, Allahabad shall remain stayed and the respondents shall remain restrained from proceeding with redraw of lots for the distributorship in question.
