        Pursuant to the Order dated 13th August, 2013, the case has been put up today as a fresh case.

        Learned Standing Counsel appearing for the respondent Nos. 1, 2, 3 and 5 states that instructions have been received by him in the matter.

        However, Sri Deependra Trivedi holding brief for Sri Diwakar Singh, learned counsel for the respondent No. 4 states that instructions have not so far been received by Sri Diwakar Singh.

         Having considered the submissions made by the learned counsel for the parties, we are of the view that the matter requires considerations.

         Issue Notice pending admission.

        Notice on behalf of the respondent nos. 1, 2, 3 and 5 has been accepted by the learned Standing Counsel.

         Notice on behalf of the respondent no. 4 has been accepted by Sri Diwakar Singh, learned counsel for the said respondent.

        Notice will be issued to the respondent no. 6 by Registered Speed Post A.D. fixing 23rd October, 2013.

          Counter Affidavit on behalf of the respondents may be filed within three weeks.

          Rejoinder Affidavit may be filed by the next date fixed in the matter.
