The petitioner is a Lekhpal. By the impugned order dated 6.9.2011, the petitioner has been transferred from District Pilibhit to District Lakhimpur Kheri i.e. from one district to another district, which is contrary to the U.P. Lekhpal Sewa Niymawali, 2006 amended by Rule, 2011 and the Government Order dated 8.8.2011.

There is substance in the argument of learned counsel for the petitioner.

Learned Standing Counsel prays for and is granted four weeks time to file counter affidavit. Rejoinder affidavit may be filed within two weeks thereafter.

List thereafter.

Till the next date of listing, the transfer order dated 6.9.2011, so far as the petitioner is concerned, shall remain stayed.
