Learned Standing Counsel produced the T.R. Sheet showing that in the scrutiny there was no change. He submitted that whenever there is change in the marks, the necessary endorsement is being made in T.R., but in the case of the petitioner there is no endorsement of any change. He further submitted that whenever there is change in the marks, necessary letters in this regard are being sent to the Principal of the college for issue of fresh mark-sheet. In the present case, no such letter has been issued to the Principal. He further submitted that as per the record, after the scrutiny, information about no change has been given to the petitioner on 18.2.1998 and it also appears that manipulation has been made by the then Principal of the college and a forged mark-sheet has been issued to the petitioner declaring her pass while she was unsuccessful in the High School.

Learned Standing Counsel as well as learned counsel for the respondent no. 3 may file counter affidavit within two weeks. Respondent no. 3 is directed to file counter affidavit stating specifically that on the basis of which documents issued by the Board, the changed mark-sheet has been issued.
