The contention of the petitioner is that he has passed the 1st year examination and seeking an admission for the IInd year and for that he is ready to deposit the fee but the respondent no. 3 is not accepting the fee of the petitioner.

Sri Amit Krishna, learned counsel appearing on behalf of respondent nos. 3 and 4 may seek instruction in the matter.
