We have heard Shri Ranjit Saxena, learned counsel appearing for the petitioner. Shri Satish Chaturvedi appears for the Life Insurance Corporation of India.
The petitioner retired as Development Officer of the Life Insurance Corporation of India. In the writ petition the petitioner has not given the year, in which he attained the age of superannuation. From the affidavit we find that the petitioner is 69 years' of age and thus he may have retired about nine years' ago.
By this writ petition the petitioner has prayed for directions to Life Insurance Corporation of India, to award the first annual increment, which was due to him on 1.6.1974, after one year of his joining on 1.6.1973, and to modify the pension and all consequential benefits with regard to leave encashment, gratuity, and also to provide 12% interest on the arrears due to the petitioner.
The petitioner has repeated representations, and applications under the RTI Act, 2005 to seek relief, to which he had acquired cause of action 37 years ago and has waited for nine years after his retirement.
This writ petition is grossly barred by latches. We propose to impose cost upon the petitioner, but looking to his age, we refrain to do so.
The writ petition is dismissed.
