- Short title.- These rules may be called the Punjab Cycle-Rickshaw (Regulation of Licence) Rules, 1978.
- Grant of licences to a widow, disabled person and an institution.- The licences to a widow, a disabled person or an institution in respect of cycle-rickshaw to be plied by other persons shall be granted by a Municipal authority keeping in view their needs and circumstances;
Provided that the number of such licences in any one case shall not exceed five.
