The Union Cabinet has finally approved the National Intellectual Property Rights (IPR) policy with a view to promote creativity, innovation and entrepreneurship in Business.
The aim of the Policy is to create awareness about economic, social and cultural benefits of IPRs among all sections of society, Finance Minister Arun Jaitley said on Friday while briefing reporters about Thursday’s Cabinet decision on IPR.
The Fin. Minister also let out that by 2017, the window for registration of trademark will be brought down to just one month.
“The National policy aims at creating and to exploit synergies between all forms of intellectual property (IP) and the statutes concerned and agencies,” he said.
According to FM, there are seven objectives that guided the National policy mechanism, which include IPR public awareness, stimulation of generation of IPRs, need for strong and effective laws and strengthening enforcement and adjudicatory mechanisms to combat infringements.
This National Policy also puts a premium on enhancing access to sectors like healthcare, food security and environmental protection.
It is expected to lay the future road map for IPR in India, besides putting in place an efficient institutional mechanism for implementation, monitoring and review of IPR Laws.
The idea is to incorporate best global practices in the Indian context and adapt to the same.
Finance Minister has outlined the 7 objectives that guided the policy mechanism as under:
1. To Create public awareness about economic, social and cultural benefits of IPRs among all sections of society
2. To Stimulate generation of IPRs
3. To make Legal and Legislative framework to have strong and effective IPR laws, which balance interests of rights owners with larger public interest
4. To ensure Administration and management is modernized and strengthened for service-oriented IPR administration
5. To ensure Commercialization of IPRs to get value for them
6. To Strengthen enforcement and adjudicatory mechanisms for combating IPR infringements
7. To Strengthen and expand human resources, institutions and capacities for teaching, training, research and skill building in IPRs
