On Wednesday, the Apex Court said that a doctor who forgoes the urban comforts to serve in rural areas couldn't be denied the consequent weightage for admission to Post Graduate courses in govt. medical colleges of any state just because he obtained MBBS degree from another state.
A bench of comprising of Justice Ashok Bhushan & Justice Deepak Gupta set aside an order of the Allahabad HC that granted preference in admission for PG courses only to those doctors who rendered rural service in Uttar Pradesh after graduation from college of the state.
The bench said that once graduate doctors, whether they cleared their MBBS/BDS examination from within UP or from any other state of India, are selected & join the medical health service in UP, they form part of Provincial Medical Health Services(PMHS). Thereafter, when these doctors are posted to difficult or remote areas, they're posted as doctors of PMHS & not on basis of the state from where they graduated.
With this SC ruling, an MBBS passout from any state can join the rural health services in another state & still be able to avail weightage, an additional 10% of marks per year of rural service up to a max. of 30%, for admission to Post Graduation courses in the state where he rendered the rural services.
