The Jharkhand High Court has established a three-member commission to investigate allegations of violations in building permissions, bye-laws, sanctioned plans, and traffic rules in the industrial city of Jamshedpur. The decision follows a writ petition filed by Rakesh Jha against the Jamshedpur Notified Area Committee (JNAC), the East Singhbhum deputy commissioner, and Tata Steel, accusing them of approving building plans in violation of the 2016 building bye-laws and selling parking spaces near markets in contravention of traffic regulations.

The commission, composed of senior advocates Raj Nandan Sahay, Sudarshan Srivastava, and Pandey Neeraj Rai, is tasked with determining the extent of building permission and bye-law violations, evaluating compliance with residential and commercial building regulations, and inspecting traffic rule violations related to parking near market areas. The commission will visit Jamshedpur to assess the situation firsthand.

The writ petition alleges several serious violations by local authorities and Tata Steel. These include approving building maps in violation of the 2016 Building Bye-Laws, issuing occupancy certificates prematurely, granting electricity and water connections despite violations, and constructing multi-storied buildings in violation of approved plans. The petition also accuses builders of selling parking spaces for commercial use.

The commission has been instructed to submit its report within six weeks, with the next hearing scheduled for November 8. The court's swift action underscores the urgency of addressing these allegations.

The commission's findings will be crucial in determining the accuracy of the claims made in the writ petition. If the commission uncovers evidence supporting the allegations, it could have significant legal consequences for local authorities and Tata Steel. It may also necessitate a comprehensive review and revision of building and traffic regulations in Jamshedpur to ensure future compliance.
