The Delhi High Court recently commended the Union Government's efforts to combat substance abuse and urged it to continue its sustained attention and multifaceted approach towards addressing this critical issue. A division bench comprising Chief Justice Satish Chandra Sharma and Justice Sanjeev Narula highlighted that the widespread impact of substance abuse demands continuous efforts from the government to protect public health and contribute to the betterment of society.

The court made these observations while disposing of a public interest litigation (PIL) filed by Rajiv Boolchand Jain, who sadly passed away during the pendency of the case. The PIL sought directions regarding the regulation of drug and alcohol de-addiction centers across India.

Although Jain's demise occurred before the final hearing, the court acknowledged and appreciated his significant contribution to raising awareness about the issue of substance abuse and de-addiction/rehabilitation, which remains a crucial societal concern.

The court took note of the government's proactive approach and initiatives in addressing the issues raised in the PIL. The comprehensive survey conducted by the Ministry of Social Justice & Empowerment (MoSJE) and the National Drug Dependence Treatment Centre (NDDTC) of AIIMS, along with the formulation of the National Action Plan for Drug Demand Reduction (NAPDDR), demonstrated the government's commitment to combat substance abuse and addiction.

The bench emphasized that the government's efforts, such as the implementation of Nasha Mukt Bharat Abhiyaan (NMBA) in vulnerable districts, which includes counselling, treatment, capacity building, and awareness programs, reflect its focus on rehabilitation and prevention. The court also praised the transparency measures taken by the government, such as mandatory registration of NGOs and the establishment of a 'Project Monitoring Unit,' to ensure proper utilization of grants and adherence to guidelines.

Based on the government's affidavit and the measures outlined therein, the court expressed its inclination to close the proceedings, stating that the reliefs sought in the plea had been largely addressed.
