Mr. Neeraj Garg, learned counsel for the petitioner (appeared through V.C.).

2. Mr. Saurav Adhikari, learned CGSC for the Union of India/respondent nos.1 & 2.

3. Mr. Suyash Pant, learned Standing Counsel for the State.

Vide order dated 18.02.2026 passed by this Court, instructions were sought from respondent nos.1 & 2 as to whether the case of the petitioner is squarely covered by the judgment rendered by Hon'ble High Court of Himachal Pradesh, which was further upheld by Hon'ble Apex Court. But, the instructions were not received as yet.

5. Learned CGSC prays for and is granted two weeks' time to get instructions in writing as required by this Court vide order dated 18.02.2026.
