6. These writ petitions are filed by different colleges, which are running various professional course, including Pharmacy and Law, within State of Uttarakhand. According to them, affiliating University, i.e. respondent no. 2, has failed to open its web portal for the academic year 2025-26, due to which, students registered with petitioners are unable to get themselves registered with the University for appearing in the examination.
7. Since common questions of fact and law are involved in these petitions, therefore, these petitions are clubbed together and decided by this common judgment. However, for the sake of brevity and convenience, facts of WPMS No. 3429 of 2025 alone are being considered and discussed.

8. By means of this writ petition (WPSS No. 3429 of 2025), petitioner has sought the following relief:-
(i) Issue a writ, order or direction in the nature of mandamus commanding the Respondent No. 2, 3 and 4 to open the web portal of the University, enabling the students, pursuing their B.A.LL.B., L.L.B and LL.M. course for the academic year 2025-26 in the Petitioner-Institute to register themselves for examination and counselling, in the interest of justice.
(ii) Issue a writ, order or direction in the nature of
to consider the overall facts and circumstances, due to which the students pursuing their studies, could not register in the web portal of the University, without being influenced by the report submitted by the committee constituted by it and/or direct the said committee to consider the matter afresh on merits and pass a reasoned order, after giving proper opportunity of hearing to all the stake holders, in the interest of justice.
9. Learned counsel for the University submits that web portal could not be open as deadline indicated by the Regulatory Body was over. He, however, submits that if petitioners make representation(s) for opening the web portal then the Competent Authority in the University shall re-visit the matter, as per law.
10. The writ petitions are, accordingly, disposed of with liberty to petitioners to make representation(s) to the Vice Chancellor of the University. If they make representation(s) within three days from today, Vice Chancellor shall take decision thereupon, as per law, within ten days thereafter.
