2. Mr. Amar Murti Shukla, Advocate for respondent no.1.

3. Mr. Ajay Singh Bisht, Advocate for respondent nos.3 and 4.

4. Misc. Application (IA No.2 of 2025) is allowed. Counter affidavit filed on behalf of respondent nos.3 and 4 is taken on record.

5. It is contended by counsel for respondent no.1 that it is a very strange case where the judgment and order passed by quasi judicial authority has been challenged by another quasi judicial authority, which cannot be permitted as the affected person is Central Government, who choose not to challenge the said order, which is not before this Court.

6. He relied upon certain judgments passed by various High Courts' including Co-ordinate Bench of this Court.

7. Learned counsel for the petitioner submits that he would reply to the submissions made by counsel for the respondents while appearing before this Court, physically.

8. List this case on 20.08.2025.

9. Interim order dated 02.09.2024 is extended, till the next date of listing.
