The Court made the following:
JUDGMENT: (per Hon'ble The Chief Justice Sri Vipin Sanghi)
Issue notice.
Counsel appears and accepts notice on behalf
of respondent Nos. 1 to 3.

2) The petitioner has preferred the present
petition to seek a direction to the respondent authorities
to provide him adequate police protection.
3) The case of the petitioner is that he has
gathered information under the Right to Information Act
from the different departments of the Government
regarding S.N. Sharma, Government Inter College,
Sultanpur, Bazpur, Udham Singh Nagar, which point to
serious corruption and irregularities being committed in
the said college. He claims that his other applications
under the said Act, are still pending response. The
petitioner claims that on account of the aforesaid
exercise, he is receiving threats from the private
respondents, namely, respondent Nos. 4 to 12, so as to
dissuade him from unearthing further information, or
utilizing the same for exposing them. He further claims
that some cases have also been registered against him.
4) We are not going into the issues of correctness
of the allegations made by the petitioner. However,
every citizen is entitled to live in an environment of
peace and safety.
5) We dispose of this petition with a direction to
the state authorities to make an assessment of the

threat perceived by the petitioner, and take steps, as are
considered necessary, for his safety.
6) We, however, make it clear that this order
shall not be used by the petitioner in any proceedings for
any other purposes whatsoever, and no court shall be
influenced by this order, while dealing with the cases,
wherein the petitioner is involved.
7) Petition stands disposed of in the aforesaid
terms.
