Heard Mr. Syed Nadim, learned counsel for the appellants, Mr. Himanshu Aswal, learned counsel holding brief of Mr. Navnish Negi, learned counsel for the respondent no.1 and Mr. Tej Singh Bisht, learned Deputy Advocate General for the State/respondent no.3.

The learned counsel for the respondents have no objection for admission of this first appeal.
