       Having argued the case at some length, the

learned counsel for the petitioner wishes to withdraw

the present writ petition and seeks liberty to file a

fresh petition. Therefore, the present writ petition is
 dismissed as withdrawn; the liberty, as prayed for, is

hereby granted.
