In compliance of the prior judgment rendered by the Coordinate Bench of this Court on 4th March, 2020, in Writ Petition preferred by the petitioner, being WPSS No. 2230 of 2019, Krishna Prasad Semwal Vs. State of Uttarakhand and others, in which, the petitioner had sought to derive the benefits of the principles laid down by the judgment of Habib Khan case, the Writ Petition was disposed of with the direction to the respondents to decide the representation. In compliance thereto, the representation has been rejected by the order dated 2nd May, 2020. Hence, the present Writ Petition.

Issue notices to respondent Nos. 2 and 3. Steps would be taken by the petitioner within a period of one week from today.

Notices on behalf of respondent No.1 has been accepted by Addl. C.S.C..

The respondents may file their counter affidavit within a period of three weeks.
