JUDGMENT:

1. The Writ Appeal arises out of an order dated 11.09.2025
passed by a learned Single Judge of this Court in W.P.No.27289 of
2025.
2. The respondent No. 1 herein filed the Writ Petition seeking a
direction to the official respondents to consider the Online
Application filed in Bhu Bharati Portal vide Application
No.2500120482 dated 30.06.2025 for correction in the Bhu
Bharati Portal and to issue a new Pattadar Pass Book in favor of
respondent No.1/writ petitioner in respect of his agricultural lands
i.e., Ac.0.15 guntas in Survey No.196 and Ac.0.17 guntas in
Survey No. 197, totaling Ac.0.32 guntas, situated at Khajipally
Village, Jinnaram Mandal, Sangareddy District. By the impugned
order dated 11.09.2025, the learned Single Judge disposed of the
Writ Petition by directing respondent No.3/the Revenue Divisional
Officer, Jinnaram Mandal, Sangareddy District, to consider and
dispose of the said online application of the writ petitioner dated
30.06.2025 in accordance with law. The learned Single Judge
further directed that if respondent No.3 is not inclined to accept
the request made by the writ petitioner, he shall assign specific
reasons, pass a reasoned order and communicate a copy of the
same to the writ petitioner and the entire exercise was directed to
be completed within 30 days from the date of receipt of a copy of
that order.
3. Learned counsel appearing for the appellants submits that
the appellants were not made parties to the Writ Petition
(W.P.No.27289 of 2025) despite the fact that the respondent
No.1/writ petitioner had earlier approached the Court and filed two
Writ Petitions (W.P.No.2662 of 2024 and W.P.No.2856 of 2024) in
relation to the same land and had made the appellants
respondents thereto. It is further submitted that the Writ Petitions
were disposed of by orders dated 05.03.2024 and 05.02.2024
respectively by directing the District Collector, Sangareddy District
and the Tahsildar, Jinnaram Mandal, Sangareddy District, to
consider the application of the writ petitioner for rectification of
revenue entries and for issuance of e-pattadar passbook in respect
of the subject property by providing an opportunity of hearing to
all parties, including the appellants herein, within a specified time
frame.
4. Counsel further submits that the appellant Nos.1 and 2 filed
W.A.No.1046 of 2024 challenging the said order before a Co-
ordinate Bench. By a judgment dated 05.09.2024, the Co-ordinate
Bench directed the District Collector, Sangareddy District, to
consider the objections filed by the appellants after affording an
opportunity of hearing to the appellant Nos.1 and 2 as well as the
respondent No.1/writ petitioner and not to pass any order on the
application dated 08.12.2023 until the objections filed by the
appellant Nos.1 and 2 are considered. It is further submitted that
the respondent No.1/writ petitioner has also approached the Civil
Court and filed O.S.No.21 of 2025 against the appellants seeking a
declaration of title, consequential injunction and rectification of
entries in the Revenue Records. According to counsel, the
respondent No.1/writ petitioner would hence not have any cause of
action to approach the Writ Court once again by way of the third
Writ Petition (W.P.No.27289 of 2025), which culminated in the
impugned order dated 11.09.2025.
5. Heard learned counsel appearing for the appellants, learned
counsel appearing for the respondent No.1/writ petitioner and the
learned Government Pleader for Revenue appearing for the State-
respondents. Learned counsel appearing for the respondent
No.1/writ petitioner submits that the third Writ Petition was filed
in respect of different Survey Numbers.
6. However, considering the overall facts and the fact that the
respondent No.1/writ petitioner has already approached the Civil
Court by filing a Suit against the appellants and sought
appropriate relief in respect of the suit schedule property, we deem
it fit to only address the appellants' concern of not being heard by
the Revenue Divisional Officer, Jinnaram Mandal. We accordingly
direct the respondent No.4/the Revenue Divisional Officer,
Jinnaram Mandal, to hear the appellants before considering and
disposing of the application made by the respondent No.1/writ
petitioner. Needless to say, the Revenue Divisional Officer shall
pass a reasoned order and communicate a copy of the same to the
respondent No.1/writ petitioner as well as the appellants herein,
and shall complete the entire exercise within four weeks from the
date of receipt of a copy of this order.
7. W.A.No.1271 of 2025 is accordingly disposed of in terms of
the above. All connected applications shall also stand disposed of.
There shall be no order as to costs.
