2.   We find that the issue raised in this writ appeal has

already been dealt with by this Court in W.A.No.1900 of

2013 and batch decided on 23.09.2022.


3.   That being the position, the present writ appeal is

also disposed of in the above lines.


     Miscellaneous applications pending, if any, shall

stand closed. However, there shall be no order as to costs.
