Learned counsel for the parties are in agreement that the

controversy involved in this writ petition is squarely covered by

the decision rendered by Division Bench of this Court in the case

of Khem Singh Vs. State of Rajasthan & Ors. reported in

2005(2) Cr.L.R. (Raj.) 907.

In view of the joint submissions made by the learned counsel

for the parties, this writ petition is allowed. The impugned orders

dated 14.5.2007 passed by the District Magistrate, Bikaner and

the judgment dated 12.12.2019 passed by the Divisional

Commissioner, Bikaner Division, Bikaner are set aside.

The respondents are directed to consider the application filed

by the petitioner for renewal of armed licence issued to the

petitioner while taking into consideration the observations made

by this court in Khem Singh's case (supra).
