Learned counsel representing the respondents agrees that

the controversy involved in this special appeal is covered by the

judgment in the case of State of Rajasthan & Ors. Vs. Zaiba &

Ors., passed in D.B. Special Appeal (Writ) No.252/2019. Hence,

the impugned order is reversed and the appeal is allowed in light

of the judgment in the case of Zaiba (supra).
