Learned counsel Mr. Manish Vyas, AAG appearing for the
appellant - State has submitted that the learned Single Judge has
allowed the writ petition in terms of order dated 28.11.2017
passed by learned Single Judge of this Court in Lalit Kumar Vs.
University Grants Commission & Ors. (SB Civil Writ Petition
No.7545/2017), however, the Division Bench of this Court vide
judgment dated 01.06.2019 passed in the State of Rajasthan Vs.
Indu Bala Kumawat and Ors. (DB. Civil Spl. Appeal Writ
No.1046/2018) has reversed the aforesaid decision passed by the
learned Single Judge.
Let notices of the application under Section 5 of the
Limitation Act as well as of the Special appeal be issued to the
respondents. Notices be filed in two sets. One set of notices be
sent through registered post and another set of notices be given
'dasti' to learned counsel for the appellant for service. Notices are
made returnable within a period of four weeks.

In the meantime, learned counsel for the appellant is
directed to remove the other defects pointed out by the Registry
within a period of one week.
