01. 1. This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).
2. Heard learned counsel appearing for the Petitioner as well as learned Additional Government Advocate appearing for the State- Opposite Parties. Perused the writ application as well as the documents annexed thereto.
3. The Petitioner has filed the present writ application with the following prayer:
"Under these circumstances, the petitioner prays that your Lordships would be graciously pleased to consider the facts stated in the petition, admit the same, issue notice to the Opposite Parties, call for the records and calling upon them to file show cause as to why this writ petition shall not be allowed if they fail to show cause or show insufficient cause, this application may kindly be allowed and the State Project Director, OSEPA, "Shiksha
Soudha, Unit-V, Bhubaneswar i.e. Opp. No. 2 may kindly be directed to consider the representation dtd. 2.7.2025 under Annexure-9 and sanctioned and released the gratuity and unutilised leave salary by taking note of clarification letter dtd. 28.5.2025 issued by the DEO- - cum-District Project Co-ordinator Samagra Siksha, Keonjhar under Annexure-6 as well as the clarification letter dtd. 17.4.2025 issued by the SP, Vigilance Unit, Balasore in connection with Balasore Vigilance PS case No. 13/2021 within a stipulated period for secure ends of justice.
And/or pass any other order/orders, direction /directions as may be deemed just and proper in favour of the petitioner."

In course of hearing, learned counsel for the Petitioner submits that the Petitioner may be granted liberty to file a fresh representation ventilating his grievance before the State Project Director, Odisha School Education Programme Authority (OSEPA), Bhubaneswar, Opposite Party No.2 which may be considered within a stipulated period of time in accordance with law.
5. Learned Additional Government Advocate on the other hand submits that he has no objection if liberty is granted to the Petitioner to file a fresh representation before the Opposite Party No.2 and the same is considered and disposed of in accordance with law.
6. In view of the aforesaid limited nature of grievance of the petitioner, this Court disposes of the writ petition granting liberty to the Petitioner to approach the Opposite Party No.2 ventilating his grievance within a period of three weeks by filing a detailed
representation taking therein all the grounds along with all supporting documents as well as the copies of the judgment relied upon by the Petitioner in support of his contention. If such representation is filed within the time stipulated, the Opposite Party No.2 shall do well to consider the case of the Petitioner in the light of the law laid down by this Court in the judgments of this Court, particularly, in the case of Chiitaranjan Senapati v. State of Odisha and another in W.P.(C) No.20808 of 2024 and dispose of the representation of the Petitioner within a period of two months by passing a speaking and reasoned order. The decision so taken on the same shall be communicated to the Petitioner within a period of ten days from the date of taking such a decision.
7. With the aforesaid observation/ direction, the writ application stands disposed of.
8. Issue urgent certified copy of this order as per Rules.
