01. 1. This matter is taken up through hybrid mode.

2. Heard from the learned counsel for the petitioner and learned Additional Standing Counsel for the State.

3. Upon hearing from the learned counsels of both the sides, it is felt proper to dispose of this writ petition finally directing the Director of Higher Secondary Education, Government of Odisha, Bhubaneswar (Opposite Party No.2) to dispose of the representation dated 24.02.2025 vide Annexure-7 of the petitioner pending before him within a period of fifteen days from the date of communication of this order after giving opportunity of being heard to the petitioner and others, if any, and to intimate the result of disposal of the representation to the petitioner.

At the time of hearing, learned counsel for the petitioner relied upon the decision between Lokanath Behera vrs. State of Odisha decided in WPC No.2062 of 2024 on 13.08.2025.

4. The Opposite Party No.2 shall dispose of the representation of the petitioner taking the above decision and other materials into account.

5. Registry is directed to communicate the copy of this order to the Director of Higher Secondary Education, Government of Odisha, Bhubaneswar (Opposite Party No.2) immediately.

6. As such, the writ petition filed by the petitioner is disposed of finally.

7. Urgent certified copy of this order be granted to the petitioner on proper application.
