11. 1. These matters are taken up through hybrid mode.
2. Dr. Kedar Nath Tripathy, learned counsel for the Petitioner
in W.P.(C) No. 8349 of 2022 at the outset submitted that this writ
petition may be considered as the lead case among the batch of the
writ petitions.
3. Learned counsel for the parties in the other writ petitions
submit that the W.P.(C) No. 8349 of 2022 should be adjudicated as
the lead case.
4. Hence, it is taken up for adjudication.
5. In course of argument, Dr. Tripathy, learned counsel for the
Petitioner prays for an adjournment for further preparation.
6. Hence, these matters stand adjourned to be listed on 15th
April, 2026.
7. Interim order, wherever it is operating shall continue till the
