01. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Heard learned counsel for the Petitioner as well as learned counsel for the State. Perused the writ application as well as the prayer made therein.

3. Being aggrieved by order dated 18.12.2025 and 31.12.2025 at Annexure-1 series passed by the DEO, Keonjhar, thereby withdrawing the benefit of notional increment sanctioned earlier in favour of the Petitioner, the Petitioner has approached this Court by filing the present writ application.

4. Learned counsel for the Petitioner at the outset contended that by virtue of order dated 18.01.2024 at Annexure-5, the Petitioner was extended with the benefits of two notional increments. However, such

benefits were subsequently withdrawn without any notice to the Petitioner to show cause. Being aggrieved by such order dated 18.12.2025, the Petitioner has approached this Court by filing the present Writ application.

5. Learned counsel for the State sought for some time to obtain instruction in the matter. He also accepts notice on behalf of Opposite Party Nos.1 to 3. Since the soft copy of the writ petition has already been uploaded in the LMS website, no hard copy is required to be served on the learned counsel for the State.

6. Issue notice to the Opposite Party No.4 by Speed Post with A.D. by fixing a short returnable date. Requisites be filed within a week hence.

7. List this matter in the week commencing 23rd February, 2026.

8. As an interim measure it is directed that no coercive action shall be taken against the petitioner pursuant to order dated 18.12.2025 at Annexure-1 series till the next date.
