3. Issue notice on the question of admission.

4. One (1) extra copy of the writ petition be served on the learned State Counsel who accepted notice on behalf of Opp. Party No. 1 by tomorrow (04.09.2025).

5. Issue notice to Opp. Party No. 2 by Speed Post, requisites for which shall also be filed by 4th September, 2025.

6. List this matter in the week commencing 27th October, 2025 along with W.P.(C) No. 21750 of 2025. Counter affidavit, if any be filed in the meantime.

3. In the interim, operation of the impugned judgment shall remain stayed subject to the Petitioner depositing a sum of Rs.1,00,000/- (Rupees one lakh) before this Court within a period of ten (10) days from today.

4. Registry is directed to invest the same amount in a fixed deposit for a period of six (6) months with clause for renewal.
