1. Appeal is against the judgment of the learned single Judge.
It is filed after brooking a delay of 240 days. An application
supported by affidavit seeks its condonation. Learned counsel for
the respondent-employee opposes the application. There is one finer
aspect which need to be adverted to: the Government has come out
with a new policy vide Notification dated 4th April, 2025 whereby
the earlier one of 2020 has been amended which also provides for
grant of relief to the citizen. However, there are some aspects
which need to be examined in greater detail.
In the above circumstances, application is favoured and
delay is condoned subject to appellants giving to the Advocates'
Library the book 'Law and Social Change' by Wolfgang
Friedmann, within three weeks.
