This matter is taken up by hybrid mode.

2. This Interlocutory Application has been filed for condonation of delay of 152 days in preferring the Writ Appeal.

3. Heard learned counsel for the appellant.

4. Considering the submission made by learned counsel for the appellant and after going through the record, this Court is not inclined to condone the delay and entertain the Writ Appeal at this belated stage, as the same suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021), which has been confirmed by the apex Court, vide order dated 05.04.2023 in S.L.P.(C) Diary No. 9259 of 2023.

5. Accordingly, the Interlocutory Application as well as the Writ Appeal stands dismissed.
