3. Mr. B.S. Tripathy, learned counsel for the petitioner has relied upon a judgment passed recently by a coordinate Bench of this Court in W.P.(C) No.4766 of 2019.

4. Mr. S.N. Pattanaik wants to go through the judgment so as to make appropriate submissions.
