and relies on judgment of the Supreme Court in Kusum Ingots &

Alloys Ltd. v. Union of India reported in (2004) 6 SCC 254,

paragraph-26 to submit, law declared was that even delegated

legislation comes within meaning of legislation. He presses for hearing

and order.

2. Mr. Patra, learned advocate appears on behalf of opposite party

nos. 8 and 9 and prays for adjournment. He seeks ten days' time. Ms.
