01. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Issue notice to the Opposite Parties.

3. Since Mr.K.K. Nayak, learned ASC for the State accepts notice on behalf of Opposite Party No.1, no notice need be issued to him. One extra copy of the writ petition be served on him within three working days.

4. Issue notice to the Opposite Party Nos.2 to 5 by Speed Post with A.D., fixing a short returnable date. Requisites shall be filed within three working days.

5. Counter Affidavit, if any shall be filed within four weeks with copy to the other side.

6. List this matter in the week commencing 18.04.2022.

7. Issue notice as above.

8. Accept one set of process fee.

9. As an interim measure, this Court directs that the recruitment to the post of Junior Management Trainee (Electrical) under Odisha Power Transmission Corporation Limited, Odisha (Annexure-10) shall not be finalized till disposal of the writ petition. It is further clarified that in view of the judgment of the Hon'ble Supreme Court, the Petitioner shall not be disengaged/terminated till recurrent process is undertaken by the Opposite Parties.

10. Issue urgent certified copy as per rules.
