02. 22.03.2021 Heard the submissions of learned counsel for
petitioners and learned State Counsel for opposite
parties.
Considering the contentions raised by the
learned counsel for the parties and after going through
the records, this Court disposes of the Writ Petition
directing the opposite party no.1 to consider the
representation at the instance of the petitioners, vide
Annexure-10 keeping in view the ratio decided by the
Punjab and Haryana High Court in Harbans Lal v. The
State of Punjab and Ors., (CWP No.2371 of 2010,
decided on 31.8.2010), which has been upheld by the
Hon'ble apex Court in SLP(C) No.23578 of 2012,
disposed of on 30.7.2012 (State of Punjab and Ors.
Vrs. Harbans Lal), and take a lawful decision in the
matter as expeditiously as possible preferably within a
period of two months from the date of communication of
a copy of this order along with a copy of the judgment
referred to hereinabove.
