Conferencing mode.
Heard learned counsel for the parties.
The writ petition involves the following relief:
"In the circumstances the petitioner humbly
prays that your lordships may graciously be pleased to
admit this Writ Petition issue notice to the Opposite
Parties to file show cause as to why the petitioner shall
not be regularized with all financial benefits and if the
opposite parties fail to show cause or show insufficient
cause, after hearing by issuing a writ of Mandamus or
any other appropriat4e writ/writs direct the opposite
parties more particularly the Opposite Party No.1 & 2 to
take expeditious steps for regularization of the service of
the petitioner from the date of due with all financial
benefits.
And any other relief/reliefs, order/orders,
direction/directions be passed as the Hon'ble Court may
deem fit and proper.
And for this act of kindness, the petitioners are in
duty bound shall ever pray."
Looking to the limited request involved herein
and as this Court finds, the representation of the petitioner
involving the matter vide Annexure-5 since pending
consideration, this Court without expressing any opinion on
the merits of the case disposes of the writ petition directing
the Member Secretary, Orissa Water Supply & Sewerage
Board, Odisha, Bhubaneswar, opposite party no.2 to look into
the grievance of the petitioner vide Annexure-5 and take a
decision as appropriate, taking into consideration the grounds
raised in the writ petition and the documents taken in support
of the same, taking into account the decisions of the Hon'ble
apex Court in the case of State of Karnataka and others
Vrs. M.L.Keshari and others, reported in 2010 (II) OLR
(SC) 982, Amarkanti Rai Vrs. State of Bihar and others,
(2015) 8 SCC 265 and Chitaranjan Mohapatra Vrs. State
of Odisha, passed in W.P.(C) No.3921 of 2006, disposed

of on 16.07.2019 also taking into consideration Annexure-3.
The entire exercise shall be completed within a
period of two months from the date of communication of copy
of this order, copy of the judgments cited hereinabove, so
also copy of the writ petition by the petitioner.
As restrictions are continuing for COVID-19,
learned counsel may utilize the soft copy of this order
available in the High Court's website or print out thereof at
par with certified copies in the manner prescribed, vide
Court's Notice No.4587, dated 25.03.2020.
