1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Heard Mr. Jatindra Kumar Mohapatra, learned counsel for the petitioner and Mr. A.K. Nanda, learned Additional Government Advocate for the State-Opposite Parties.

3. This matter is stated to be covered by the decision of this Court in the case of Akuli Charan Das vs. State of Orissa and others, 2006 (Supp.-II) OLR 672. Thereafter, numbers of cases have been disposed of on the basis of the aforesaid Judgment in the case of Akuli Charan Das.

4. Regard being had to the facts and submissions and the nature of relief sought for, we direct that in the event, the petitioner files a comprehensive representation with regard to his grievance made in this writ petition attaching running account bills along with certified copy of this annexed Judgment of this Court dated 18.03.2015 passed in W.P.(C) No.11830 of 2013 and batch of cases and the decision of this Court in Akuli Charan Das (supra), within four weeks hence, the same shall be considered and disposed of by a reasoned and speaking order, as expeditiously as possible, preferably within a period of four months from the date of filing of such representation.

5. It is further directed that, in case, the petitioner is found to be entitled for refund of any amount, the same shall be refunded to him within three weeks from the date of disposal of the representation or to adjust the refundable amount against any ongoing/completed projects that the petitioner may be undertaking, if the petitioner may opt for.

6. With the aforesaid observation, the writ petition is disposed of.

7. Urgent certified copy of this Order be granted as per rules.
