Order No. This matter is taken up through hybrid mode.

Heard Mr. M.K. Khuntia, learned counsel for the petitioner and Mr. R.B. Das, learned counsel appearing for opposite party no.2.

After some arguments were advanced, Mr. M.K. Khuntia, learned counsel for the petitioner states that the petitioner may be permitted to file a fresh representation before the opposite party no.2 highlighting his grievance along with the judgment passed by the High Court of Delhi in W.P.(C) No.920 of 2020 (Ashok Singh Bhadauria v. Union of India) in support of his case, and direction may be given to consider the same within a stipulated time.

Considering the facts and circumstances of this case, but, however, without expressing any opinion on the merits of the case, the interlocutory application as well as the writ petition stands disposed of with the direction that in case the petitioner files a fresh comprehensive representation before opposite party no.2 within 15 days hence, the same shall be considered by the said authority and pass an appropriate order keeping in view the judgment passed by the High Court of Delhi in W.P.(C) No.920 of 2020 (Ashok Singh Bhadauria v. Union of India) as expeditiously as possible, preferably within a period of three months from the date of receipt of such representation along with the authenticated/certified copy of this order and the copy of the said judgment.

Issue urgent certified copy of this order as per rules.
