None appeared for the petitioner. Mr. Th. Vashum, learned GA appeared on behalf of respondents No. 1 and Mrs. I. Bimola, learned counsel appeared on behalf of respondents No. 2 and 3.

The present writ petition has been filed with the prayer for issuing a direction to the respondent No. 3 to consider the representation dated 15-12-2021 submitted by the petitioner by issuing a reason and speaking order judicially and expeditiously within a stipulated period of time.

I have carefully perused the averments made in the present writ petition and the reliefs sought for by the petitioner.

It is the case of the petitioner that he was placed under suspension w.e.f. 15-07-2020 by issuing an order dated 20-07-2020 by the Registrar, Manipur Technical University, Imphal (respondent No. 3). Consequent upon the issuance of the said suspension order, the petitioner submitted a representation dated 15-12-2021 to the respondent No. 3 with the prayer to grant subsistence allowance as permissible under the rules coupled with a prayer to consider for revocation of the said suspension order. It is also the case of the

petitioner that the said representation is still pending for consideration and disposal by the respondent No. 3.

Mrs. I. Bimola, learned counsel appearing for the respondents No. 2 and 3 fairly submitted that as the prayer made by the petitioner is limited to the consideration and disposal of the representation submitted by him, she has no objection in disposing of this writ petition as prayed for by the petitioner in the present writ petition.

Considering the submission made by the learned counsel appearing for the respondents No. 2 and 3 and on perusal of the limited prayer made in the present writ petition, this court is of the considered view that it will be in the interest of justice to issue the following directions:-

(i) The respondent No. 3 is hereby directed to consider the representation dated 15-12-2021 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order;

(ii) The whole process should be completed within a period of two months from the date of receipt of a certified copy of this order; and

(iii) It is made clear that the above directions have been issued without considering the merit of the present case.

With the aforesaid directions, the present writ petition is disposed of.

After finishing the dictation of this order, Mr. Churchil, learned counsel appeared on behalf of the petitioner. His appearance is noted.
