[1] Matter mentioned at half past ten.
[2] Learned Attorney General for India Mr. R. Venkataramani
was before us on the Video Conferencing (V.C.) platform. Learned State
Counsel Mr. O. Ratan Kumar who is in the physical court is instructing
the learned Attorney General. To be noted, learned Attorney General is
appearing along with learned Advocate General of State of Manipur Mr.
Lenin Hijam, who is before us in physical court.
[3] The request of learned State Counsel is to renotify the
captioned matters.
[4] Mr. HS Paonam, learned senior advocate instructed by Mr.
A. Arunkumar, learned counsel for respondents and Mr. S. Biswajit Meitei,
learned senior advocate instructed by Mr. W. Sanatomba, learned
counsel for review petitioners are also present in court.
[5] In the light of certain reservations expressed by learned
senior counsel Mr. HS Paonam, learned Attorney General in his usual
fairness submitted that the order that is sought to be reviewed is an order
dated 29.08.2025 being a common order made in 3 (three) Writ Appeals
viz., WA Nos. 9 to 11 of 2024, the sum and substance or in other words,
the crux and gravamen of this 29.08.2025 order is given by way of a
summation in paragraph 64 of the order vide an adumbration of 11
(eleven) sub-paragraphs, as only review applications are pending as of
today and as there are no interim orders, the 11 (eleven) sub-paragraphs
of paragraph 64 which is both summation of the order as well as the
operative portion of the order continue to operate and it will continue to
operate until any further orders are made by this Court subject only to
any proceedings/observations made by this Court thus far in the
captioned main matters. This stated position, puts to rest apprehensions
raised by Mr. HS Paonam, learned senior counsel.
[6] To be noted, main matters which were last listed on
23.02.2026 now stand over to 24.02.2026. Therefore, the captioned
cluster of matters will also now stand over to 24.02.2026.
[7] Re-notified at the request of learned State Counsel Mr. O.
Ratan Kumar.
